Was playing fine the other day, no changes made to system, and now this.  Tried re-validating the files and didn't help.

Make sure Steam is running. I have never seen that error being a false positive, every time it happened Steam was actually not running.

Yup.  >>>  " Could not start SteamApi Shutting down (Steam is not Running) "

 

If steam seems to be running, either exit and restart steam (use taskmanager to force close if needed), or simply restart the computer.
