making flour bypasses skill system, tool QL, and rarity of tool

It seems that even having only 50 skill in milling I'm able to make 100ql items. Like as if it is bypassing my skills and the fact that I am only using a 60ql grindstone (rare). At most I would assume because of the rarity that I would only be able to make 94.98ql cornflour if i had a much higher skill in milling.  I was also able to make 88.72ql wheat flour (dif:5) from 82.92ql wheat. I have not tested rye or barley.
