make low rope fences not passable

It would be nice to have low rope fences unable to be passed.... They look great, and would love for them to be functional as well.

personally i'd prefer them to block, it'd suit my needs.

-1 - this would seriously screw up a lot of deed construction that relies on them being passable.  Use the high fences if you want non-passable ones; they're very similar in appearance.
