You have to use lump to get the chance, yes

When you use a rare/supreme/fantastic item to improve and it uses up the item, you have a 1/100 chance of transferring the rarity. Creating with it doesn't give you any benefit and would be a waste.

As I understand it what that means is that only the last <0.5kg of the lump will actually benefit from the supreme status. The rest is just plain steel.

also note for improving steel/plate stuff, you usually dont combine the lumps as it uses less when you keep them in single units
