Boat lost when trying to cross server border

I got this when trying to leave Independence:

I restarted the client and could not login ("you are being transferred between servers" or something similar), so I waited a while and logged again, now the character is still on Independence, in water, with 0 stamina, and the boat is nowhere to be seen. What now?
