Fix for archery/Catapults over parapets

Been an issue as long as multistory has been released with no fix ever put into place as far as I know, lets fix this and allow archery and catapulting from behind parapets.  Archery from behind a parapet will tell you there is a fence in the way.  Catapults with near the same issue, except that your basically trying to shoot a catapult from inside a house.

 

I mean, really, you're making a new server with the same exact mechanics as what I've asked to be fixed... so lets just do this across the board already.

Catapulting system seems fine to me other than the parapets issue. Catapulting should not be easy as it's destructive power is massive. +1 for the parapets change, -1 for any other change.

I hope challenge brings other means of fighting back, rather than using catapults, though i think archery from behind parapets would be cool in pvp, little too easy in pve
