Chain fence on second floor of building not working

Hello

I tried to make a chain fence on second floor of building. i failed.

option exist but i don`t have any action progress.

tried with mallet, tried with hammer. tried with old way and with crafting window. failed every time

tried relog, didnt helped. tried with one brick and chain link and with few bricks. each time failed.

I gues i can say it thats bugged. Can DEV`s take a look at it ??
