Yes, continue north across the bridge to Fort Glasshold.  Bulk-selling is not required to place your merchant in that section, and it even has it's own token and mailbox.

A recent bug (now fixed) was possibly responsible for a bulk customer being prevented from claiming a purchase.  A single bulk key is not present for sale, but the corresponding product remains in its cage.
