From my understanding, this was always in the game just didn't work until WU came out and someone looked through the code and reported it. It's for the Kingdom title 'Head of the secret police', and its counterparts in other Kingdoms. Anytime an enemy enters your Kingdom's influence you get chance at a message that says that with the person's name. It's a chance to get it, but still. Really? That takes out all of the surprise of the game, the fun.. because you can't just roam around without that feeling that they already know you're there, without even seeing you. Kingdoms have their characters with said titles logged in at all times and have this set up now to where it tweets out or sends a message in IRC whenever the message fires.
