This is a problem that continues to be raised. I think that perimeters should not be extended over buildings like deeds themselves can not. Perimeter sizes need a limit in ratio to the deed size. Houses that don't have a deed, should be more easily reported, I get what people mean about 1x1s blocking them. However, if they need to perimeter over to ensure it rots then it is active and being used. Allow current perimeter rules of repair and building to work on houses that are not complete on all the walls. Please try and address this in a civil way and rather discuss than argue over it.
