i always get my tools improved because I can't get up to 97 on my own yet. Another friend of mine noticed as well when he was combining?

Just wondering, earlier this week I had finished a batch of fragments and everything seemed fine. middle of the week i sent my tools to be improved for the next batch. I was combining last night and several were coming out with no runes/enchants and maybe 2 came out with just 1 rune. Anyone else having this issue?
