There is a limit on how fast you can do actions, I think there is a bottom cap on sec for actions. I mostly agree could be a bug or certain circumstances that don't show action timers.

It's just an old system IMHO, could or have worked several years ago, but now is outdated and, as stated above, a some runes are almost worthless or interchangeable or not strong enough to even worth creating or using. The rune creation/usage system it's still there but not worth the wasting time for a lot of them. Personally I find useful only the 3/4 of them, not even bother to make the others. This is a problem with a lot of games that runs for several years. You have a lot of expansions/updates that makes skills, mechanics obsolete, but the dev are not bothered to even try to change them because is more profitable to just keep adding content, and that skills/mechanics remain in the game with no one, or almost no one, using them.

Or just don't care about the aesthetics only stuff and play the game!!

I will agree to the harbour master but only with same functionality as the wagoneer, bulk items in crates. I don't like the idea of wagoneer able to delivery all sort of items. At that point having merchants become obsolete, and mailboxes the same! Plus I wonder if that opens up new way to cheat or abuse of mechanics to get advantages in the game, compared to "normal" people that play for fun and not wish to spend $$$!!
