I like the changes, BUT. . Players will stay on their deeds and laugh at the enemy. As Nadroj says, raiding is a big part of PVP.

We already have a good server for pvp, chaos that is. A new server will spready out the populaiton even more. Portals suck, and pvp-forbidden zones sucks even more. Then people can run into those places and hide. And rolf has already told us its PvE server, so no more talk about PVP. Go to chaos.

A new server is not needed, there is more then enough room on the other servers for those who don't want to PVP.
