As someone who wasn't playing during some of the skin releases. +1. From a business stand point, absolutely no reason not to, people talk about exclusivity, who exactly is it exclusive for and for what purpose? Player count has diminished and continues to diminish, so adding another money sink(essentially) through the rewards store for previously released skins is a no brainer.
