  14. I can't really comment on their use as I've yet to use one, but to my knowledge they temporarly buff the tool like rarity does. On a hatchet you can cut logs higher than your skill but it wears off like an enchant. As to the amount higher than your skill I've heard some ppl say 8ql+, others say not noticable.
