I think this is a common occurrence on win 8.1 when disabling glsl and/or the others when using intel integrated graphics

What type of machine do you have? is it a laptop with dual graphics cards? Do you have an Nvidia or AMD graphic card in it too? It is not a processor issue in any case, it is a graphic card issue. I will need a little bit more info about your system to give an accurate fix.

Right click desktop and go to the control panel for the graphics card, if its nvidia under 3d settings change it to use high performance in the general tab.

same problem here amd r9 270x graphics card

Do you have glsl and /or vbo or any other compatibility options off?

With this graphics card you should not need to do that.

Enable glsl (and perhaps some others) and it should not happen :)
